The Jacksonville Aviation Authority (JAA) is a strong supporter of programs that support the inclusion of Small and Disadvantaged Businesses in the airport procurement process. The JAA has established two programs in support of this mission:
JAA Disadvantaged Business Enterprise (DBE) Policy
The Jacksonville Aviation Authority has established a Disadvantaged Business
Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation
(USDOT) Title 49 Code of Federal Regulations (49 CFR) Part 26. The Authority receives federal
financial assistance from the USDOT, and as a condition of receiving this assistance, the Authority
has signed an assurance that it will comply with 49 CFR Part 26.
It is the official policy of the Jacksonville Aviation Authority to recognize the authority
and applicability of the United States Department of Transportation's Rules and Regulations
governing Disadvantaged Business Enterprise participation. The Authority is also fully committed
to the implementation of these rules and regulations through its approved DBE program.
Florida Unified Certification Program
The JAA is a responsible certifying member of the Florida Unified
Certification Program (FUCP). The FUCP provides "one-stop certification"
to applicants seeking DBE certification in the state of Florida, in such that
an applicant is required to apply only once for the DBE certification.
Upon obtaining DBE certification through the JAA, an applicant's certification
will be honored by all FUCP members and the organization will be listed in the
state of Florida's directory of Disadvantaged Business Enterprises.
JAA Small Business Enterprise (SBE)Policy
The Jacksonville Aviation Authority (JAA) is committed to encouraging and promoting
the development of small businesses within our local market area. It is the policy
of the Jacksonville Aviation Authority to provide small businesses with identical
information and an equitable opportunity to compete for business from the JAA. The
JAA will take all necessary and reasonable steps to ensure the inclusion of Small Business
Enterprises (SBE) in the total procurement of JAA sponsored projects, goods and services.
